So we are in a good place, Freddy. Your very reasonable concern that HADDAD might have tried to sell the information about the IS emir to the Turks appears to be unfounded, but I wholeheartedly agree that this incident (whatever it relates to) is very worrying – as is the fact that HADDAD has made no mention of it in his conversations with me. This is exactly the sort of thing I had in mind when I (presciently?) described the red flags fluttering all around this case.
Speak soon, old friend.

from:ATY7to:C14B1subject:MIT surveillance report on Youssef HADDADdate:22 December 2016
We received the below from the MIT liaison officer this morning. Translation is our own. Original available on request, along with their surveillance photographs.
BEGINS
1143: Subject X observed entering Kadem Café Taksim near British Consulate and joining Male 1 at rear of premises.
Comment: Subject X is dressed in dark-grey trousers, thick blue sweater, red patterned tie and loose-fitting black suit jacket with a visible tear on lower right sleeve. He is of Arab appearance, 35–40 years old, slim, 1.75–1.80 m, with short black hair and a thin black beard. He is smoking Anadolu cigarette brand with his left hand. Subject X does not appear observant of his surroundings.
1207: Subject X seen shaking hands with Male 1 before departing the café alone.
1209: Subject X turns left on İstiklal Cd. and walks in northeast direction towards Taksim Square, stopping twice to enter shops (men’s clothing and a small grocery). Subject X does not make a purchase in either shop.
1223: Walking at a brisk pace, Subject X goes directly to Taksim Square. He consults his watch repeatedly, finds a bench and waits five minutes. From there he walks to Sultan Ahmed metro station and using a pre-purchased ticket takes the T1 line 2 stops to Sirkeci station, from where he walks to the Mısır Çarşısı (Egyptian Bazaar).
Comment: Subject X waits until last minute before boarding the metro.
1240: Subject X spends approx. 26 minutes walking around the bazaar with no apparent purpose. He inspects items in several shops and stalls. In final shop (large fashion outlet on Âşir Efendi Cd.) he enters via main entrance and after 4 minutes departs via rear entrance.
Comment: at approx. 1255 an officer observes a foreign male (Male 2) seated at a café in the bazaar. Although Male 2 is reading a newspaper and does not appear to be looking around, the officer believes he also saw Male 2 on İstiklal Cd. at approx. 1215 after Subject X departed initial meeting, but cannot be sure because Male 2 is dressed differently on this occasion. However, Male 2 has distinctive wound above left eye and fresh scarring across right cheek that is consistent on both occasions. Male 2 is Caucasian, 35–40 years old, thin, approx. 1.90 m, with medium-length dark hair and a beard. At second sighting he is dressed in blue baseball cap, grey sweatshirt and scarf and dark-green trousers. Covert photograph obtained. Following instructions from team leader, 3 officers redeployed to surveil Male 2. Male 2 leaves café shortly afterwards but within 5 minutes officers lose control of him. Male 2 not observed at any further point during the shift.
1306: Subject X walks at brisk pace from bazaar to Haliç metro station, where he boards bus number 74A and travels directly in direction of Simal Sk. Subject X disembarks and walks to the Museum of Modern Art on Meşrutiyet Cd.
1327: Subject X asks for a glass of water in the museum café and takes a seat. After waiting 25 minutes, Subject X leaves the café, walks out onto the street and looks around. He smokes 2 cigarettes. He then returns to the café but after 5 minutes is asked to leave as he has not purchased anything.
Comment: during this time Subject X checks his watch and looks around frequently.
1415: Subject X walks directly to Şişhane metro station and takes 76D bus to the Fatih neighbourhood. He disembarks next to Sarachane Park, walks to a residential building on Sofular Cd. and takes the lift to the fourth floor. Team takes up positions around the address.
Comment: checks indicate that the apartment on Sofular Cd. is occupied by a number of Syrian nationals resident in Istanbul.
1910: Shift ends. No further sightings.

Hello?
Hello?
Is that Youssef?
Why did you not come to meet me? Did I go to the wrong place? You said the Museum of Modern Art, didn’t you?
Youssef, listen to me. There’s a problem. You were followed away from your meeting with Lawrence.
What do you mean? I did not see anything. Who would want to follow me?
It was a professional team – almost certainly local.
Local? You mean Turkish? What are you talking about? Why are the Turkish authorities involved? August, how do they know about me?
I don’t know. They might have been carrying out routine surveillance of Lawrence as a diplomat and out of curiosity decided to see who he was meeting. But that’s unlikely, based on the way they behaved. I think you were their main target.
What? I do not understand.
They were waiting for you outside the café where you met Lawrence.
But this means … this means he told them he was meeting me. Why would he do this?
I thought he’d want to keep you to himself a bit longer. But for some reason he must have decided that he needs their help to validate what you’re telling him. What’s that noise?
It is one of my flatmates – he is always losing his key. August, if Lawrence has told the Turkish police that I have information about Daesh, this is a very big problem.
I know —
I cannot get into trouble with the authorities here. I cannot, August. If a Syrian gets into trouble here, they put him in prison immediately. I cannot stay here, I have to go and find my wife and daughter. It
