Congratulations Koraput ! Five Schools in Koraput district received Quality School Award from Department of School & Mass Education , Odisha in a     special function at Jaydev Bhavan , Bhubaneswar today .These schools are :     Police Primary School , Koraput , Govt.U.G.High School , Hataguda, Semiliguda block , Guali UPS, Kotpad block , Chandili UPS , Kotpad block and DP Camp UPS,    Sunabeda .They have been selected on the basis of academic excellence of a large number of Students .The Headmaster & one member of  SMC of these five schools were  honored by the department We , on behalf of the Children of Koraput congratulate the teachers , students, parents  and SMC members on this occasion . Koraput is a land of creative life . The little town in the southern part of Odisha is rich in its cultural heritage . While till date Desia Nata and Jatra are the first priority of any tribal community . In the other side of the coin too Theatre has been well appreciated and participated by qualitative artists , writers , directors and so on for a long period . After a grave like silence for the last many years , this year Suddenly people of Korpaut had begun dreaming of the past golden days with Theatre in Koraput ., The audience had the opportunity to see Five plays in a span of four days . On 15th May , the Regional Theatre Festival was inaugurated in the campus of Koraput Cultural Society , Koraput and the first play of the series : You Are Under Arrest , being presented by artists from Sunabeda . Similarly the second day’s Play was :  Drushyantar : A play by artists from Bhawanipatna  on 16th May .On the last day of the festival there were two plays . While artists from Nabarangpur staged their Play : Hare Murari , there was another Play : Ganashatru (Play:Henrik Ibsen. Adaptation: Satyajit Ray.Direction: Sourav Gupta. ) was staged by Nandanik , the newly established theatre group at Koraput . And finally on 18th May young artists from Koraput region who had undergone 20 days of training at Koraput Cultural Society under the guidance of Subodh Patnaik  of Natya Chetna . We , being the spectators , are grateful to the orgaqnisers , artists and patrons for giving us this wonderful opportunity .

About 79 % households of Koraput district are living below poverty line . A  recent study by Council of Analytical  Tribal Studies(COATS) ,Koraput with the support of Central Statistical organisation , Govt.of India ,taking 75 panchayats across the district  out of a total of 226 GPs in the district highlights the gaps in policies and implementation at the grassroots . Out of the total 80540 BPL households in the sample villages of the study in Koraput district only 15210 households have been provided electricity . This indicates that only 19% of the BPL households have been electrified in the district so far The major portion of BPL households has not been considered for electrification , the study revealed .

The broad purpose of the housing scheme is to provide financial assistance to some of the weakest sections of society for constructing a house of good quality for their personal living . The Govt.of India has launched the Indira Awaas Yojana(IAY) under social welfare programme to provide housing for the rural poor in India . Similarly the state government has launched MO Kudia scheme to provide a house in the joint name of spouse in the rural households whose name did not fiind place in the BPL list but are otherwise generally poor . However the study says that  in the sample villages across Koraput district it was found that out of the total 10,1522 households only 10171 houses were constructed under one scheme or the other . This highlights the gaps in implementation of the schemes even for the BPL when only 10% households were covered under the housing scheme by the government .

Similar case were found in the study with regards to social assistance programme . The social assistance programmes like Old Age pension , Widow Pension , NOA pension , Madhubabu pension nd Disability pension by the central & state government . In the sample villages it was found that out of a population of 413723 only 49523 beneficiaries enjoyed the benefits taking the beneficiary percentage in the district to a meagre 12% of the population coming under the coverage of such assistance programmes , the study highlighted .

While there were 918 Anganwadi centres (AWC) in the 639 sample villages across the district , only 396 of them were functioning  in their own building While 274 of them were functioning in private buildings 248 AWCs were functioning in other buildings , the study added. It leads to a statistics showing that only 43 % of AWC buildings in the district were functioning in own buildings and more importantly only 33% AWCs had drinking water facility in them .

In an area availability of sources and safe drinking water facilities indicates the standard of human life . In this regard too the district was  to go a long way . With reference to the statistics of the sample villages across the district , the study found that on 25.67% of villages of Koraput district were having safe drinking water facilities while 4% villages had no source of any drinking water facility  , P.C.Mahapatra , Director , COATS said .

There are 639 villages in the sample panchayats of the district out of which 537 villages have been connected with all weather roads , which accounts to about 84% . It shows that about 16% villages were not connected with all weather roads , Dr.Mahapatra added.

With the adoption of the bottom-up approach to the planning process , the importance of data on official statistics at micro levels like the GP and village levels had increased a lot . However till date there was  hardly any systematic official record being maintained regularly at the GP or village levels that could cater to the needs for planning and evaluation purposes of the different sectoral plans and programmes being implemented . Sitaram Mahanta , Joint Director , Directorate of Economics & Statistics from Bhubaneswar was speaking to officials in the district administration at Koraput while presenting the draft report on the research project  by Council of Analytical Tribal Studies (COATS) , Koraput which was a  study contributing to bridge the data gaps in official statistics and development of methodologies for improving official statistics in KBK district of Odisha   with a special emphasis on Koraput district supported with a case study .

Due to non-availability of data sources in a codified manner in the existing process , the requisite data for the developmental planning become inadequate and time consuming . The formulation of plans /schemes without assessing the relevant qualitative data had turned most of the schemes ineffective and allocation of resources inequitable in the past . As a result , local needs and priorities could not be appropriately reflected in the plans and therefore these plans could not form effective tool in the equitable spread of socio economic development in the rural areas , he added. Realising the importance of local level planning Ministry of Statistics & programme implementation had undertaken the challenging task which was to be dealt with by adopting modern Information Technology to redress the problems .

Koraput district was taken up for the purpose of study  with the support of COATS  and all the officials of the district who were reporting official statistical data at various levels were interviewed . Expert opinion of the officials engaged directly or indirectly in the process of data collection , analysis , planning and evaluation of these line departments in the district were consulted , Mr.Mahanta said . In the district  75 GPs  from across the 14 blocks out of the total 26 GPs in the district for the purpose .

The data thus received when were analysed it was found that datas at grassroots level institutions like the panchayats were not updated and very often old datas were only available for any reference . The survey had found serious gaps in implementation of schemes and provisions by Sarva Sikhya Abhiyan (SSA) in the district . While additional classrooms were recommended for the schools , need of infrastructure like toilet and drinking water facilities in the existing school building were not taken into account . Due to lack of proper planning , text books for children were being distributed irrationally and at varying times in the academic year , the study revealed . Similar gaps were also found in other sectors  like health , agriculture , animal husbandry etc. as well . The data gap in all the sectors developmental planning was clearly noticed at the panchayat level , Mr. Mahanta added.

All the data should be available at GP for presenting its own plan and it was necessary that somebody at panchayat level should maintain the information and update regularly , Dasarathi Sahu , Dy.Director , national Sample Survey Organisation’s field office at Bhubaneswar  said while attending the meting as the chief guest . Among others P.C.Mahapatra , director of COATS addressed the officials on the process and outcome of the survey .

 Three armed maoist cadres namely Sapai Miniaka alias Tulsl (21) D/o Sarnbru Miniaka of village Kambipadar , Talsa Wateka  alias Geeta (20) D/o Sana Wateka of village Kusulipeta, and Lachhmi Praska, D/o-Ahari Praska,  of Musalmunda under   Narayanpatna police station area in   Koraput surrendered before Yeswant Jethwa , IG , SW Region and Charan Singh Meena , SP,Koraput today . These three women were  armed cadres of Koraput Division of AOBSZC, operating in Narayanpatna area Mr.Jethwa said in a press meet .

Sapai Miniaka alias  Tulsi had joined outlawed CPI (Maoist) in the year 2010 being motivated by Nirrnala. Since her joining, she was an active member of Aruna's group. Earlier she was member of Dance group in CMAS organisation. She completed her armed training (handling weapon/IED etc.) in the forest area of Sureshi under the supervision of Murali. Then she was issued with .303 rifle and became an active cadre. During her tenure in the party she moved all over Narayanpatna block area along with party. She was involved in numerous extremist activities during her association with CPI (Maoist). Her role is suspected in Exchange of fire in Samna Forest , Musalmunda Exchange of fire in 2011, Kanchanpadu exchange of fire in 2011, Murder of Jhadu Huluka , Murder of Siku Nachika and Murder of Suka Nachika in 2011 which is under verification. , Mr.Jethwa added.

 Talsa Wateka  alias  Gaeta had  joined CPI (Maoist) in March 2011, being rnotivated by Santu. Since then she was moving with Andru, (DCM of Bandhugaon AC) team in Bandhugaon and Narayanpatna area. She was imparted basic training on weaponry by Santu in Bajraguda and Kalugaon area. After one year Dumbri and Narendra joined with Andru's team. Then she
